Delay in Uproc execution

Issue/Introduction

Uprocs are supposed to start at a certain time, but they start exactly a few hours later.

Environment

Release : 6.x, 7.x

Component : Automic Dollar Universe

Cause

Changed time zone on the server.

Resolution

Check if the time zone was changed and the server was restarted after the change.
