Spectrum AlarmNotifier crashing when the EXTRA_ATTRS_AS_ARGS parameter is commented or removed from the .alarmrc file

Resolution

The resolution is to not comment out or remove the EXTRA_ATTRS_AS_ARGS parameter from the .alarmrc file. 

Have the EXTRA_ATTRS_AS_ARGS parameter from the .alarmrc file without using it does not add any overhead to the AlarmNotifier process.
