Non-administrator accounts are unable to added computers to filters from the right-click menu option

Issue/Introduction

When a user who is not in an administrator role right-clicks a computer in Manage > Computers, and then selects Add to Filter, an error message is displayed saying:

[Name of Filter] cannot be modified.
