MUX->Staffing module unable to add Investments when that investment has no one assigned as staff yet.

Issue/Introduction

When attempting to add Investment to resource via Staffing module getting an error "API-1019 : Could not process the request due to internal error."

Steps to Reproduce: 

1. Navigate to MUX->Custom Investment create couple of new investments.
2. Navigate to MUX->Staffing module and click on Allocations by Resource.
3. Right click on the resource and select Add Investments
4. Select one of those investments from Step 1.
5. Notice error API-1019 : Could not process the request due to internal error.

Expected Results: it should allow to add Investment.

Actual Results: it does not allow to add Investment.

Resolution

DE79091, Fixed in 16.2.1.

Workaround: Navigate to MUX->Custom Investment->Select the investment and go to Staff tab to add at least one resource.

Alternative Workaround, Use the 'Allocations by Investment', toggle OFF the 'Hide Empty Rows' to locate the unstaffed investment and add the resource to the investment.
