Rally: User is not able to create dependencies

Issue/Introduction

Every time a user tries to create dependencies, it fails with the following error:

"Concurrency Error: Another change is currently in progress, and your last edit was not saved. Please try again."

Cause

Either the user had no default project set or the default project was set to a project in another workspace.

Resolution

The user should edit their profile and select the correct default project.

The user should also use the correct SSO login URL provided by the Subscription Administrator or  https://rally1.rallydev.com if using Rally Authentication. 

Note:  Do not use an old bookmark, it contains project and workspace parameters that may not be consistent with your current defaults.  If desired, you can create a new bookmark with the generic login URL so that it takes you to the correct workspace and project.
