Cannot export graphical portlet

Exporting a graphical portlet fails with a 400 error:

The request could not be understood by the server due to malformed syntax. The client SHOULD NOT repeat the request without modifications.

Logs have errors like:
Exception in finding XSS, some parameter has bad values Cannot call sendError() after the response has been committed
com.niku.union.web.WebException: java.lang.IllegalArgumentException: 0.8 incompatible with org.apache.batik.transcoder.image.JPEGTranscoder$QualityKey@*key*

Steps to Reproduce:

1. Log into the Classic UI. Go to "General".
2. Click the wrench icon on the right side, to add a new portlet.
3. Click "General", then "Content". Add any graphical portlet, for example you can use out of the box portlet "Schedule Performance"
4. Return and go back to the General screen. On the graphical porlet, click the gear icon and select "Export to Excel" or "Export to Powerpoint".

Expected Results: 

Export should work, as it did in previous releases

Actual Results:

Export fails
