Hierarchy list is very slow for OBS/Instance rights user

Issue/Introduction

Steps to Reproduce:

1. Login to Clarity which has at least 100+ Hierarchies 
2. The logged in user has access to the roadmaps through OBS 
   
   • Hierarchy - Edit
   • Hierarchy - View
3. Navigate to MUX and Hierarchy list page

Expected Results: The hierarchy list page loads quickly. 

Actual Results: The page takes a long time to load. 

Workaround: Grant Global rights like 'Hierarchy - Create' or 'Hierarchy - View All' but this would give access to all the hierarchies in the system.

DE78610 is resolved in version 16.2.1. The fix is also available in version 16.2.0 Patch 1.
