Roadmap List slowness for users with Instance/OBS access rights

Issue/Introduction

Steps to Reproduce:

1. Login to Clarity which has at least 100+ roadmaps 
2. Ensure that the logged in user has access to the roadmaps through OBS 
   
   • Roadmap - Edit     
   • Roadmap - View
3. Navigate to MUX and Roadmaps list page

Expected Result: The roadmap list page loads quickly

Actual Result: The page takes a long time to load. Page with 100 roadmaps takes ~3 - 4 seconds to load.

Workaround: Grant Global rights like 'Roadmap - Create' or 'Roadmap - View All'. But this would give access to all the roadmaps in the system.

DE78609 is fixed in version 16.2.1. The fix is available in Patch 1 for 16.2.0 as well.
