"Project - Added participants" - Notification Link Fails

Issue/Introduction

The link for the Add Participants notification is failing to open the Project

1. Add a Resource to a team of a Project
2. The user gets the notification with a link formatted like: http://localhost/niku/nu#action:projmgr.projectDefaultTab&id=5xxxxx?tenantId=clarity

Expected Results: 

The link should open the Project

Actual Results:

The link fails, and an error is seen: [en - Unable to process request - Server or Network error]

Resolution

Fixed in 16.2.1. This was originally tracked as DE78642.
