Issue/Introduction

Action Item Process fails if Action Item description is too long

Steps to Reproduce: 
1- Create a Process with a Manual Action Item
2- In the Description field for the process include project attributes 
like project Description and Objective and a couple others
3- Validate the process and launch an instance
Process fails if the character length of Description and Objective
together exceed 2000 characters

Expected Results: Use string fields like Objective and Description in Action Items.  The length
of the Action Item description should account for field like these.

Actual Results:  Process fails if character length exceeds 2000 characters

Workaround: 
Do not include Description, Objective or other large varchar attributes
