Change the Scalability Server on Agents when CAF 'setserveraddress' is not working

Issue/Introduction
If the agent is centrally managed the Scalability Server name cannot be changed locally with the
command: caf setserveraddress <Scalability Server>.
Environment
Client Automation - All Versions
Resolution
The following command can be used for both centrally managed and locally managed common agents:
ccnfcmda -cmd setparametervalue -ps itrm/agent/solutions/generic -pn serveraddress -v <scalability server name> -manager
Additional Information
The -manager option will override the centrally managed restriction.
