Job runs not available as CDJ stops working with Errno syserror 32: Broken pipe

Issue/Introduction

The CDJ stops sending Job Runs to UVC Consoles after several days without any reason, the following error appears in the universe.log when that occurs, kind of indicating it lost the connection to the IO server as it's unable to translate the Uproc IDs into Names

Public Short Description: In some circumstances, the connection between CDJ and I/O server gets lost.

Public Description: A workaround has been implemented where the CDJ recreates the connection to IO server if lost.
