Prevent users from specifying the DSKEYLBL= JCL parameter in a batch job with Top Secret.

Resolution

TSS PER(ALL)  IBMFAC(STGADMIN.SMS.ALLOW..ENCRYPT)  ACC(NONE)

will prevent users from using the DSKEYLBL= JCL keyword.
