What does Include User Portlets filter do and does this drive anything at any normal users end?

Resolution

The INCLUDE USER PORTLETS is meant to include or exclude any user's created portlets.

These would include any portlets that users create by going to Home->Dashboards and creating a portlet under new or existing dashboards.
