New Capacity Plan Page rounding down rather than up

Issue/Introduction

There is a discrepancy between the new capacity view and the old one.

The new one seems to always round down whereas the old one would round to the nearest whole number. (which is correct)

eg: Team A 73 points estimated / 85 points capacity = 0.8588235294117647. Old => 86%, New => 85%. 

Resolution

This is working as designed. We are now rounding down instead of rounding up on the percentages. So 85.8% on the old page was showing as 86%, and now shows as 85% in the new page.

So there may be a 1% difference in points between the new and old page.

This was changed so that the percentages wouldn't show 100% complete (by rounding 99.5% up to 100%) if all the work wasn't complete.
