Export to CSV Does Not Match Number Of Records Displayed In Staff Module

Issue/Introduction

The are records missing with the Export to CSV functionality

STEPS TO REPRODUCE:
1. Go to the Staffing Workspace > Staff
2. Generate a filter which results in many records, e.g. 3000 records
3. Click Export to CSV and compare the result count

Expected Results: The export should match the Staff filter export result count. 
Actual Results: The export does not match the Staff filter export result count.
