Issue/Introduction

Using Custom OBS attribute in Staffing Allocations by Investment or Allocations by Investment produces an error API-1005 : Attribute(s) 'projects____obs_odf_zpro_601783927' specified in query parameters are not supported or secured.

Steps to Reproduce: 
1- In Classic, create a custom OBS with levels and unites.  Link it to the Resource and Project objects.  In this example: "Product Division"
2- Open Studio > Objects > Project.  Make the "Product Division" available to the API by giving it an API Alias
3- Modern > Staffing  >  Add "Product Division" to the filter on Allocations by Investment or Allocations by Investment
Error is received:
API-1005 : Attribute(s) 'projects____obs_odf_zpro_601783927' specified in query parameters are not supported or secured.

Expected Results: Ability to use Custom OBS in Filter

Actual Results:  Filter fails when using Custom OBS

Workaround: 
Take off the custom filter
