Security delegate query for the links tab in CIT is slow

Issue/Introduction

Steps to Reproduce:

1. Login to Clarity as a Non Admin user but who has access to CITs
2. The user should be given access to CIT through OBS/Instance rights
3. Navigate to MUX - Investments
4. Click on any Investment and open an instance
5. Navigate to the Links tab

Expected: The links tab opens up quickly

Actual: The links tab takes a while to open and a particular query has been observed to consume very high temp space.

Workaround: Grant Global rights to the CIT for the user.
