Ping SSO and deeplinks

Issue/Introduction

In 16.1.3, deeplinks with Ping SSO SAML are no longer working, although deeplinks and SSO_BOOKMARKS are enabled. If you are logged in, they work, but not if opening a new session

Environment

Clarity 16.1.3, 16.2.0

Cause

This is due to changes in how RelayState works in the new versions

Resolution

This is going to be taken care of as a part of a user story in Clarity, targeted for 16.2.1
