Compatibility information in order to implement RACF - 12 char passphrase.

Common Services itself does not use either passwords or passphrase security.
There may be some requirements/support for passphrases for some products that use Common Services but that is up to the individual product(s) and would be outside of the requirements for Common Services itself.
