Template Service: Create automation is doing double encryption of syncPassword

Issue/Introduction

Template service create automation, is currently doing double encryption of the syncPassword while creating the application instance object. This causing the Sync User credentials to lockout or for Jira its triggering the captcha until corrected. 

Steps to Reproduce: 

1. Create automation
2. Try to run the automation
3. The user will be locked.

Expected Results: Sync user should not get locked.

Actual Results: Sync user gets locked and for Jira it triggers captcha.
