New installations of 16.2.0 shows duplicate history information about the clarityContent add-in

Issue/Introduction

Prerequisite: New Installation of Release 16.2.0. This is not a functional issue. This is only a reporting problem regarding the pack installation history. 

Steps to Reproduce:

1. In Classic, navigate to Administration, (Studio) Content Add-Ins  
2. Click on 'System: ppm content'  
3. Click on the 'History' tab   

Expected Results: Only one entry for 'clarityContent' and 'contentPack::clarityContent' is listed. 

Actual Results: There are two entries for each. The installation times are a few minutes apart. 

Workaround: None.   

Environment

New Installations for Release 16.2.0.  Does not impact existing, upgraded systems.

Resolution

A targeted fix for this is planned to ensure this does not occur in the 16.2.1 release and greater.
