Default size of Help Text causes flickering in the Project properties page

Issue/Introduction

Help Text field on a properties page is flickering. 

Steps to Reproduce: 

1. Configure Help Text in a Project blueprint 
2. Add data but do not change the default size 
3. Publish the blueprint and make it default 
4. Navigate to Projects and open a project 
5. Help text is displayed in the properties page 
6. Click on any tab Ex: Tasks 
7. Navigate back to properties page 

Expected Results: Help Text in place. 

Actual Results: Help Text is trying to resize; it is flickering. 

Workaround: Hard, browser refresh brings the Help Text back to size.
