Oracle/MSSQL - Canvas - Chart Widgets are not loaded with data when per period metric attributes are selected

Issue/Introduction

On a Canvas, a widget was created for Target Object = Staff, group by Role to sum up the Allocations.  The Widget is not loading. 

Steps to Reproduce:

1. Login as an administrator user 
2. Go to any project which has few resources/roles and navigate to canvas 
3. Click on the 'Configure' button 
4. Drag and drop a bar chart
5. Select the target object as 'Staff' object 
6. Select 'Type' as sum, "Group By' as 'Role' and 'Sum' as 'Allocations' which is per period metrics type 
7. Create the widget 
8. Observe that data is not loaded in the bar widget 

Expected Results: Chart Widgets are loaded with data as expected when per-period metric attributes are selected. 

Actual Results: Data is not loaded in the bar widget. 

Workaround: None.
