You create a software update distribution policy that contains one or more bulletins. You enable this policy and begin distributing it to your endpoints.
Now, you would like a security update to this policy, so you download it using the Patch Management Remediation Center.
You now navigate to the software update policy that you previously created, click on the Software Updates, and add the newly downloaded software update to the policy.
As an example, here is a screenshot of a software update policy that is currently set up to distribute two security updates. We added a third update, as indicated by the green arrow in the screenshot:
When saving this policy, you now believe everything is OK, but after checking, notice this newly added security update is not showing up on endpoints.
You have verified that when running the compliance reports, this security update that you added, is showing as not installed for the targeted endpoints in this policy.

When adding a security update to a current software update policy, the security update is not enabled. As you can see in the following screenshot:
In this situation, it is just a matter of checking the update name to enable it in the software update policy.
