MUX - Option to add a new Cost plan in the IDEA is missing

Issue/Introduction

The option to add a new Cost plan in the IDEA isn't available. 

Steps to Reproduce: 

1. Navigate to Modern UX -> Ideas and remove value for Finish date.
2. Navigate to Modern UX -> Ideas -> Financials tab
3. It is noticed that cost plan instances are not shown and also + is missing to create new one.

Expected Results: User should see 'toast' message appear letting them know that either Start or Finish dates are not filled in.

Actual Results: User does not see any messages and no cost plan can be seen as well as new cost plan also can not be created.
