Received message XCOMU0298E unable to allocate remote transaction program TXPI 211 rv=239. What does it mean?

Cause

This is an HP TCPIP error which means: The connection has been refused- ECONNREFUSED.

Resolution

Incoming transfers to HP all fail with this message. This message may also be reported on the partner side when sending to HP. The problem is on the HP side. The connection has been refused- ECONNREFUSED.

This error can be caused by a variety of problems. Here is a list of some that have been reported.
The most likely problem, however, is inetd configuration problems.
