Web Services user received the following spawn error. 

ECAP020I  CONCURRENT ACTION PROCESSING ENDED    
END OF EXECUTION LOG - HIGHEST ENDEVOR RC = 0016

ECAP026I             CAICCI ID #.........BC1PCP05J0768075 

ECAP012S  CONCURRENT ACTION PROCESSING CANNOT SPAWN BC1PCP05  RC  0023 SPAWN SERVICE UNAVAILABLE

Resolution

The message "RC  0023 SPAWN SERVICE UNAVAILABLE" means that the SPAWN resource unavailable. This is typically seen in 2 scenarios: 

1.  The spawn task attempted to start on a System where ENF/CCI is not available -To resolve this add a /*JOBPARM to the spawn task to ensure it executes on the correct System. 

2.  ENF/CCI is not communicating correctly - To resolve this recycle ENF.
