MUX - Categories in 'Links' tab disappear after upgrade to 16.1.3

Issue/Introduction

Categories created in the 'Links' tab are no longer present after upgrading.

Steps to Reproduce:

1. Create Categories on a Project, in the 'Links' tab of a project, in the Modern UX, in a system that is at version 16.0.2
2. Upgrade this system to version 16.1.3

Expected Results: The Categories created in version 16.0.2 are still visible in 16.1.3

Actual Results: The Categories disappear in 16.1.3. Only the 'General' section is left in the 'Links' tab of Projects.
