When receiving an NCM policy violation alarm from Spectrum, the alarm contains entity of 'ip http'server' and no IP. We cannot build policies or assign service for this, as the entity does not exist in the monitored inventory.
In addition, contained in the spectrum alarm is a list if routers/switches that violated the policy - we need this data as part of the alarm in DX.

The NCM policy asserted the alarm against the policy, not the device(s). Because of this DX could not handle the policy as it is not inventory.
Changed the NCM policy to assert the alarm against the device – all works correctly in DX when this is applied.
