Resolution

CPU spikes in ACF2 address space is indicative of CPF receive node processing of password synchronization and AES256 encryption of passwords.
In this instance the cause of the spikes was a large number of password changes received via CPF and the password history being 24 previous passwords.
The site changed pswdhst# in C(GSO) PSWD record from 24 to 10 to reduce cpu usage in ACF2.
