DX platform install - online mode detect

Issue/Introduction

I am trying to install DX platform 23.1 on OpenShift, and suddenly it changed from offline to online mode. I haven't found any way how to convinced it to offline mode back.

According to the doc, online mode not supported since 22.x version.

Please, provide me a way how to switch it back to offline and give me a hint as to why it decides for online mode.
