JCP indicated in connection=<JCP> parameter in ucsrv.ini is not used by Agents

Issue/Introduction

During the JCP selection process, the Agents skip the JCP that is indicated in connection=<JCP>

For instance, if you have 2 JCPs all Agent connect to only one JCP (assuming that all Agents have connection=<JCP001>)
If you have 3 JCPs all Agents connect to JCP002 and JCP003, but not to JCP001.

Public Description: A problem has been solved where in JCP selection process, the JCP defined in connection/jcp/cp INI parameter is never selected randomly for building up connection to Automation Engine system if JCPLIST section is not empty.
