For the Service Virtualization product, we license based on the creation and deployment of resources and then the consumption of resources.
Service Virtualization Power User is used when you are creating or deploying a virtual service. This is measured as a concurrent user.
Consumption of a Virtual Service is the second measurement. To measure consumption, we first need to understand if your Virtual Service Environment (VSE) is used to support performance testing and is in functional mode or performance mode.
If the performance mode, there is no limit to the number of transactions since load tests may result in high transaction counts. We measure performance consumption based on the number of concurrent copies of the performance VSE.
If in functional mode, we measure usage based on functional transaction packs. A transaction is any API call made to an active virtual service. A single pack allows for 23,000 transactions per Month.
