TSS9079E and TSS9076I for SYSOUT(CLOSE) at IPL time

Issue/Introduction

Received following error messages at IPL time.

TSS9079E INVALID DATA
TSS9076I CURRENT OPTION IS <SYSOUT(CLOSE).>  
TSS9078I MODIFY OPTION IGNORED                

Environment

Release : 16.0

Resolution

The SYSOUT(CLOSE) command is just for JES3 and only works if TSS was started with SUB=MSTR.
Use SUB=MSTR on TSS restarts so that SYSOUT(CLOSE) will work.
