Alert acknowledgements from SOI to SCOM and Spectrum not working

CA Service Operations Insight (SOI)
When customer acknowledge an alert in SOI, that acknowledgement gets sent back to Spectrum and SCOM. This seems to have worked fine in the past, but it has recently been noticed that the acknowledgements will stop being sent over.

CU5 mention fixing the problems described in the issue
Acknowledging Alert in SOI does not acknowledge in Spectrum.
Added configuration from manager where we can enable during southbound. Default - False.
Spectrum Sync not working.
Added changes from SOI to work southbound for clear alerts.
