Conversations Not Displayed in Particular Projects in 16.1.3

Issue/Introduction

Conversations do appear in the database table   NMC_CONVERSATIONS
but not in the UI.
Not all projects are affected, but there are many projects  affected. It is unknown how many are affected.

STR:
1. Upgrade to 16.1.3
2. Go to a  project that has conversation history
3. Click on Conversations module

Actual: Conversations no longer appear.
If clicking Conversation page refresh icon, it just spins indefinitely.
Expected:  Conversations should show.

This is resolved in 16.2.0 and 16.1.3.2. This was originally tracked as DE77854.
