Issue/Introduction

SUMMARY:  When user with  locale (Chinese) attempt to update the note, although the note updates,
there are errors displayed to the user.

STEPS TO REPRODUCE:

1. Login as specific user which uses account Language = Chinese
2. Go to a timesheet in question to edit view and edit a note.
3. Just append to the note and click Save.

Expected:  It should update the note without errors.
Actual: 

"Time entry note failed to update" message appears
