Issue/Introduction

SUMMARY: MUX - Blueprint Help Text Disappearing

When updating a Project that has "Help Text", the text will disappear, and only a refresh of the page brings it back.

STEPS TO REPRODUCE: 

1. Create a Blueprint for Project (or another type). On Properties add some "Help Text" fields. Populate the fields with text.
2. Create a Project and assign the Blueprint to it. Open the Project. Go to "Properties".
3. You should see the Help Text, then try altering a different field in the properties. When you click off the field the page will empty out the Help Text.
4. Refreshing the browser displays it again

Expected Results: The Text should always be present. 

Actual Results: It's removed.

This was originally tracked as DE77728, which is resolved in 16.2.0.
