A TCPIP listener PTERM has status OutSrv at startup and the following message is observed in the CV joblog:

The ERRNO=00000111 means Permission is Denied as documented at z/OS UNIX System Services Message and Codes Return codes (IBM page).
The 730E from the RSN=744C730E is documented (also an IBM page) at z/OS UNIX reason codes.
It means:
JRNotAuthPort
Userid is not authorized to access the reserved TCP/IP Port.
Action: Userid must be given read permission to resource EZB.STACKACCESS.sysname.tcpipname.safname. safname is defined on the TCP/IP PORT or PORTRANGE statement. sysname is the MVS system image name and tcpname is the TCP/IP jobname.
