About the "--encoding" option of zowe zos-ftp

Issue/Introduction

"zowe zos-files upload file-to-data-set" allows the codepage to be specified with the "--encoding" option.
Does "zowe zos-ftp upload file-to-data-set" have such an option?

Resolution

We are unable to support the IBM-939 character set with the z/OS FTP Plug-in for Zowe CLI's "--encoding" option. 
While we have found that we can download datasets in that encoding using UCS-2, we have determined that we cannot upload back to the same dataset unless it is in a variable block record format. 
For these files, we recommend using z/OSMF for the file transfer, as it is able to handle the characters that are present in the IBM-939 encoded dataset without the limitations of FTP.
