"inst_pkg failed: illegal SID" when deploying probes on secondary hub

Issue/Introduction

On a newly built Hub all deployments of probes are failing with inst_pkg failed: illegal SID

Environment

Release :UIM 20.4.x

Cause

distsrv is responsible for probe deployments. The distsrv probe on the secondary hub might not have started or deployed correctly. 

Resolution

Restart distsrv and test the issue again.
