Unable to create Preboot configuration on PXE server

Issue/Introduction

After installing ADK for windows 11, now you are unable to install a preboot configuration on the PXE server. 
The message on PXE server is "update failed for the new configuration". 
In the agent logs you see a message like "download successful. status retrying". 

Environment

ITMS 8.x

Cause

WinPE options have unmet dependencies

Resolution

When selecting an option to use in a preboot environment, many of the options require other options to be installed first.

To meet those requirements, the preboot configuration now has a selector and order of magnitude of which the options are going to be installed.
