Issue/Introduction

The implicit OPEN is unsuccessful for file DBXTEXT during the       
Repository Install/Upgrade process.                                 
                                                                    
1. The below install/upgrade tasks may fail with U4038 abend        
                                                                    
   a. Create DB2 Objects for Data Tables (Option 10)                
   b. ReSync Repository Tables (Option 13, and then Option 7)       
                                                                    
2. The below install/upgrade task may fail with IBM0816S ONCODE=1016
error with RC=0816                                                  
                                                                    
   a. Create, Recreate Data Tables (Option 13, and then Option 6)
