ARD Hub manual install Keycloak build fails with "no value present"

Issue/Introduction

Following the instructions in: 
https://techdocs.broadcom.com/us/en/ca-enterprise-software/devops/agile-requirements-designer/3-3/installing/install-ard-hub/install-ard-hub-manually.html

Running:
kc.bat build

fails with:

java.lang.reflect.InvocationTargetException
        at java.base/jdk.internal.reflect.NativeMethodAccessorImpl.invoke0(Native Method)
...
Caused by:java.util.NoSuchElementException: No value present

Environment

Release : ARD Hub 3.3

Resolution

In keycloak.config set:

db=mssql
