management port not listening

Issue/Introduction
Trying to setup management traffic on a secondary nic. Setup ip route and rule for the nic so routing should be correct.
- I was trying to set the listen port to only use that interface but have it on all for the moment but cannot find the port I've added in the iptables marked ALLOW.
- I recall there was an issue with previous versions that would prevent iptables updates if they had been modified manually, it is possible someone has done so before I joined this organization.
Environment
Release : 10.1, 11.0, 11.1
Resolution
use a new Gw v11 box , same subnet for all NICs, added the secondary NIC and moved the file name as below
mv /etc/NetworkManager/system-connections/Wired/ connection/#.nmconnection /etc/NetworkManager/system-connections/ssg_eth1.nmconnection
