Issue/Introduction

Customers upgrading from 2.x to 3.x having issues with links post upgrade resulting in an SSL Handshake Issue 

Steps to Reproduce: 

1. Set up a connect all server on version 2.x 
2. Configure wrapper.conf file with -Dhttps.protocols property 
3. Complete the upgrade to 3.x version

Expected Results: The upgrade should be successful and all the properties set in the wrapper.conf file should migrate post upgrade to 3.x 

Actual Results: Upgrade is successful, however properties set in the wrapper.conf failed to migrate resulting in SSL handshake issue
