Role Segment Allocations Not Copied With 'New From Template' Function

Issue/Introduction

STEPS TO REPRODUCE:
1. Create a project template with roles having multiple segments
2. Create From Template
3. Compare the Template role segments vs the new project created from template role segments

Expected: The role allocation segments be the same.
Actual: The role allocation segments are not copied, but changed.

Resolution

This is reported as DE78124 and is resolved in release 16.2.1

NOTE: When there are any segments that have 0% on the source investment, the newly created segment will use the Percent defined on the 'Default Allocation' field.
