On 16.1.3 any jobs/report schedules go into Not Scheduled post BG restart

Issue/Introduction

Steps to Reproduce:

1. Do not pause any Scheduled, Processing or Waiting status jobs and reports.
2. Stop and Start all services.
3. Observe Job and Reports schedules statuses go into Not Scheduled status.

Expected Results: It should not change schedule status of the jobs/report

Actual Results: It updates status to Not Scheduled.

Workaround: Restart all non-scheduled jobs post upgrade

This issue is fixed in Clarity 16.1.3 patch #1 and 16.2.0.

As a good practice prior to any maintenance or upgrade, pause your jobs.
