Post 16.1.3 upgrade, TSV columns disappear from the saved views

STEPS TO REPRODUCE
1. Login to 16.1.2 Clarity machine
2. Navigate to MUX - Staffing - Staff Grid tab
3. Open View Options and in Per period Metrics, select Allocation 
4. Open the Column Picker and select Allocation in the Totals column
5. Save the view as View1
6. Open the column picker again and unselect Allocation from Totals column
7. Upgrade the system to 16.1.3
8. Navigate to the new Staff tab under Staffing menu
9. Select View1 from the View drop down

Expected: The Allocation TSV column is present
Actual: The Allocation TSV column is missing when View1 is selected

Workaround: Add the Allocation column from the column picker under per period metrics

Environment

Release : 16.1.3

Cause

In 16.1.2, when Allocation Total column is added, it creates an entry in the backend table and when it is unselected, the entry in the table stays as it is but with a flag isselected = false. 
The 16.1.3 upgrade script checks whether a record is in the backend table but does not consider the isselected flag.
